Dave had a 24 year career in Defence and held various positions as a member of the Defence Senior Executive Service from 2015 until leaving Defence in 2023. Most of these positions were integrity related leadership roles in areas such as fraud control, fraud investigations, code of conduct, probity, conflicts of interest, and public interest disclosures.  

Dave developed the Defence Integrity Framework that provides a systemic and comprehensive approach within Defence to probing the management systems and environment which are in place to expose, deter and prevent misconduct and corruption. The framework enables a culture which acts with the highest standard of integrity, honesty and transparency, through the provision of strong leadership, governance and accountability. 

An integral part of the Defence Integrity Framework was the creation of a new Division in Defence called Integrity Division.  Dave created this Division and he was responsible for providing timely, independent, relevant and reliable advice to senior officials that: enhanced Defence’s governance and capability; promoted integrity, accountability and efficiency; and supported risk-based decision making.
