Topic: Shared Risk

Join our four experienced panellists Tracie-Ann Maher, Maryann Quagliata, Melissa King and Stephen Doyle as they draw from their combined experience to discuss shared risk. The session will include coverage of: what shared risk is; considerations for managing shared risk; case studies demonstrating well managed shared risks and areas for improvement; and where Internal Audit can make a difference.

Tracie-Ann Maher
Tracie-Ann Maher is the Director of Risk and education services in Comcover. Comcover, a part of the Risk and Claims Branch in the Department of Finance, is the Australian Government’s self –managed insurance fund and has been providing insurance and risk management services to  Commonwealth General Government Sector entities since 1998. Comcover (Finance) is also the policy owner of the Commonwealth Risk Management Policy that was released in 2014 . Tracie-Ann’s team provides risk advisory services that include includes analysing risk trends across the Commonwealth, risk profiling and measuring entities risk management capability through an annual benchmarking program. The team also provides education and better practice guidance through a blended learning model.

Maryann Quagliata
Maryann is the Chief Risk Officer of the Department of Education and Branch Manager of the Enterprise Risk and Strategy Branch. Prior to this she led the reform of the VET FEE-HELP program including development and implementation of the new VET Student Loans program. As branch manager of the Tertiary Quality Branch she established the Australian Skills Quality Authority and a few years later was seconded to work at the Authority leading an organisational restructure supporting risk based regulation. Maryann’s experience in national policy reform includes Commonwealth State funding negotiations and national standards reform. Maryann has an interest in innovation and worked at the department of Industry as General Manager of the Innovation Policy Branch and Innovation Analysis Branch. In her early career Maryann was a lawyer in private practise, a regulation agency and an in-house department legal team. 

Melissa King
Melissa has extensive Corporate experience, having spent the majority of her career in various public service roles in the Department of Education, including as a Departmental Liaison Officer and Executive Officer to the Secretary. Currently, she is the Director of the Risk and Fraud team within the Department of Education. She oversees the implementation and support of the Risk Management Framework and Fraud Control Framework, including fraud investigations outside of child care.

Stephen Doyle
Stephen is Internal Audit Director at the Department of Agriculture.  He has over 25 years’ experience in assurance and advisory roles in both the government and private sector.  His areas of expertise include internal and information systems audit, business continuity management, electronic records management, data management and IT governance. Stephen is a Certified Information Systems Auditor (CISA), a Fellow of the Institute of Internal Auditors (PFIIA) and is Certified in the Governance of Enterprise IT (CGEIT).  He has served in many volunteer roles for professional associations and most recently was a member of the ISACA Governance Committee in 2017–18.
